Tamara Hoover

Principal

Ms. Tamara Hoover brings over 35 years of experience serving individuals with a wide range of exceptionalities to her role as Principal of Victory Deaf Academy’s Queen Creek Campus. Her lifelong dedication to inclusive education, family-school partnerships, and student advocacy has driven her diverse career path from developing programs for at-risk youth and addressing teen addiction, to operating group homes for children and teens with Autism, hearing loss, and other complex needs.

As someone who is hard of hearing and self-taught in American Sign Language (ASL), Ms. Hoover has deep-rooted connections to the Deaf community in her home state of Wisconsin. These personal experiences, along with raising two sons with exceptionalities, fuel her commitment to accessibility, communication, and inclusion in every aspect of her work.

Prior to joining Victory Schools, Ms. Hoover spent over a decade in the Clark County School District, where she served as an Autism educator and held multiple leadership roles, including Department Chair and Special Education Facilitator Liaison. She also taught ASL and Bal-A-Vis-X, a movement-based method that supports cognitive development and sensory integration, through the Century 21 Tutoring Program.

She is currently pursuing her third master’s degree in Educational Administration and remains passionate about educational leadership and continuous learning. Ms. Hoover relocated to Arizona in 2024, drawn by Victory’s mission and its focus on empowering every learner. A proud mother and grandmother, she believes her personal and professional journey is rooted in purpose. As she puts it: “It’s God’s plan.”
